Preheat and Prepare the Dish: Preheat your oven to 350°F (175°C). Grease a 9 x 13-inch baking dish well.
Cook the Meat: In a skillet over medium heat, cook the ground beef and chopped onion until the meat is browned and the onions are tender. Drain any excess fat.
Prepare the Sauce: In a bowl, combine the heavy cream, beef broth, cream of mushroom soup, dried rosemary, garlic powder, salt, and pepper. Mix well to combine.
Assemble the Casserole: Place half of the sliced potatoes in the bottom of the prepared baking dish. Top with 1/3 of the soup mixture and 1/2 of the meat mixture.
Repeat with another layer of potatoes, 1/3 of the soup mixture, and the remaining meat mixture.
Pour the remaining soup mixture over the top and sprinkle with shredded cheese.
Bake: Cover the baking dish with aluminum foil and bake for 1 hour and 30 minutes, or until the potatoes are tender.
